Risk Management Plan
1. Introduction.
This Risk Management plan has been established
to ensure the health and safety of those individuals and
personnel, who manage, operate, use, or frequent the JB
Trading Co weapons complex.
This document specifically addresses risk
management issues and is required reading for all weapons
complex personnel. All JB Trading Co staff members will
be required to read and understand this document both verbally
and sign the written acknowledgement form, Tab A. All shooting
visitors to the weapons complex will be required to receive
the range briefing prior to handling any weapons on the
firing line and sign the written acknowledgement form, Tab
B.
This document in conjunction with Firing Line
Safety personnel and signs will help create a safe environment.
The rest of the responsibility is on the individual to create
the safe environment for all activities. Every JB Trading
Co staff member and participant has the inherent responsibility
to monitor safety and to enforce risk management rules.
2. Facility
All weapon firing activities will be conducted from the
firing line or forward of the firing line when so approved
by JB Trading Co staff. The impact zone is designated by
neon poles, flags, and placards on the perimeter of the
impact zone. In addition, a NO IMPACT zone is designated
by caution tape for up to 20 meters in front of the firing
line. Firing into the NO IMPACT zone to the front of the
firing line and firing outside of the designated impact
zone is expressly prohibited.
The firing line is a built up dirt and gravel
platform area on the north side of the property. The firing
line has an engineer flagging tape line on the front side
that marks the no forward movement of that line and this
engineer flagging tape is also the location for all muzzles
prior to discharge.
ALL PERSONNEL ARE RESPONSIBLE FOR SECURING THEIR OWN PROPERTY
AND WEAPONS. JB TRADING CO IS NOT RESPONSIBLE FOR THEFT
OR LOSS
3. Signs and Forms
Signs are posted throughout the complex. Behind the firing
line is a suggested ear and eye protection zone. The firing
line is a REQUIRED ear and eye protection zone. Light poles
associated with each firing pad will have the RANGE SAFETY
RULES, Tab B, posted for easy reference at any time.
All individuals on the firing line will sign
a HOLD HARMLESS AGREEMENT, Tab C, that will be placed on
file with JB Trading Co. Each person on the firing line
must wear an identification badge. This badge will have
a sticker to indicate acknowledgement for the firing line
safety briefing and signing of the Hold Harmless Agreement.
Any personnel on the line without this acknowledgement will
be required to leave the firing line.
4. Firing Line Commands and Identification
A standard set of Firing Line Commands, Tab D, will be utilized
at all times for firing line activities. The Range Safety
Officer, RSO, will issue the commands over the public address,
PA, system to all participants. In addition to the PA system
a SAFETY BUZZER will be utilized to CEASE FIRE and make
all weapons safe.
Weapons Complex Firing Line safeties will
be distinguished by their orange JB Trading Co T Shirts.
Line safeties will utilize flags/paddles to signify ready/not
ready to the RSO.
5. Firing Line Safety Rules

All weapons will be pointed down range
at all times
-
All weapons will remain unloaded until
the muzzle is on the edge of the firing line and the operator
is preparing to fire

All unloaded weapons not being prepared
to be fired will have their bolts open and/or a chamber
clear flag/plug

Follow all commands of the firing line
safeties and the JB Trading Co weapons complex rules
-
Do Not shoot into the No Impact Zone
in front of the firing line
-
Do Not shoot outside of the Impact Zone
designated by the neon markers on the perimeter
-
Do Not shoot across firing lanes where
direct impact of projectiles will impact outside of the
Impact Zone

Only shooters with identification badges
are allowed on the firing line

All shooters on the firing line must
have a Firing Line Safety Briefing sticker on their identification
badge and Hold Harmless Agreement on file prior to entering
the firing line

All weapon rentals will be approved by
the JB Trading Co HQ
-
All visitors/renters of weapons will
wear a visitor badge to enter the firing line and will
be escorted by a designated, registered, shooter at all
times; All visitors will enter the firing line at the
central entry point and check in with the Range Safety
Officer

All weapons must comply with all Federal,
State, and Local laws

Side arms are only allowed to be worn
on the firing line in conjunction with their immediate
use

Hearing and Eye protection is required
of all personnel on the firing line when the line is hot
-
When staff or any personnel are down
range during cold periods on the firing line no touching
of weapons is authorized (bolts open and/or all clear
device will be in place)

JB Trading Co staff are the only personnel
allowed downrange without the permission of the JB Trading
Co HQ

No alcohol and drugs are allowed on the
weapon complex; Any personnel on prescription medication
that impairs their capabilities are not allowed to participate
in firing line activities

All personnel are required to police
up their brass, trash, etc….
6. Disciplinary Action.
A violation of firing lines rules, depending on the severity,
can result in the immediate removal from the firing line
and the forfeiture of all fees and privileges. Repeated
violations, regardless of the severity, will result in the
immediate removal from the firing line and the forfeiture
of all fees and privileges.
Any disagreements with firing line safeties
about violations of weapons complex firing line rules will
be addressed to one of three personnel – Jeff Brandt,
Lad Langley, Rodney Campbell. At least one of these personnel
will generally be located at the firing line or the JB Trading
Co HQ. Any decision made by these personnel is final.
